About the Plans

Draft Annual Business Plan & Budget 2026 to 2027

The Draft Annual Business Plan & Budget outlines the services, projects and priorities Council proposes to deliver during the 2026-2027 financial year.

The plan includes:

  • Delivery of essential services across the district
  • Road renewals and infrastructure upgrades
  • Community and recreation activities
  • Capital works and asset renewal projects
  • Council's proposed rating information and Rating Policy, informed by Council's recent Rating Review Report, including proposed changes to vacant land differential rates, waste charging methodology and the Employment (Bulk Handling)  zoning rating category.

The Plan has been developed in accordance with the requirements of the Local Government Act 1999 and forms part of Council's integrated planning framework.

Council's approach this year continues to focus on balancing affordability for ratepayers while maintaining long-term financial sustainability, service delivery and investment inessential infrastructure.

Draft Long Term Financial Plan (LTFP) 2026 to 2036

The Draft Long Term Financial Plan provides a 10 year financial outlook for Council and supports long term decision making around services, infrastructure and financial sustainability.

The LTFP:

  • Forecasts Council’s long term financial position
  • Supports responsible and sustainable financial management
  • Aligns with Council’s Strategic Plan and Asset Management Plans
  • Assists Council to plan for future infrastructure renewal and replacement
  • Includes key financial sustainability indicators and assumptions

The Plan has been prepared to ensure Council can continue delivering services and infrastructure in a financially sustainable manner over the long term.

Draft Infrastructure and Asset Management Plan (IAMP) 2026 to 2036

The Draft Infrastructure and Asset Management Plan outlines how Council will manage, maintain, renew and upgrade infrastructure assets over the next 10 years.

Council’s infrastructure assets support essential services across the district including:

  • Roads and transport infrastructure
  • Buildings and community facilities
  • Stormwater infrastructure
  • Parks and recreation assets
  • Community wastewater systems
  • Tourism and public amenities

The IAMP identifies the long term costs associated with maintaining these assets and aligns projected expenditure with Council’s Long Term Financial Plan.

The Plan adopts a lifecycle approach to asset management to ensure infrastructure investment is planned, prioritised and financially sustainable over the long term.
